After a brief historical review of state development in Europe and Africa, he considers the three factors in the contexts of Sudan, Ethiopia, the Democratic Republic of Congo, and Sierra Leone, methodologically relying on public opinion surveys to ascertain mass views regarding borders, the state, and nationalism and then setting that information within a historical analysis. In concluding chapters he considers economic factors of state effectiveness.
